As Eviction Moratorium Phases Out in Minnesota Emergency Assistance Remains

HOME Line MN is reminding tenants with past due rent in our state that we’ve entered Phase 4 in the incremental phaseout of Minnesota’s COVID-19 eviction moratorium. Landlords can now file evictions on renter households that are ineligible for pandemic-related emergency rental assistance. However, eligible renters still have until Tuesday, October 12, 2021, to apply for emergency rental assistance before most lease termination and eviction protections are officially lifted in Minnesota. Any household with a pending application will hence be protected from eviction until June 1, 2022.

Residents of St. Paul and greater Ramsey County can apply for help through the St. Paul – Ramsey County Rent Assistance Program by calling 651-999-5737, sending an email to renthelp@caprw.org, or visiting us online at https://submit.caprw.org/forms/cera. For individuals and families elsewhere in Minnesota, please apply at RentHelpMN or call the United Way at 211. Eligible Minnesota households behind on their rent and utility bills can request assistance dating back to March 13, 2020, in addition to help with upcoming rent. Applicants will be required to provide documentation of rent accrued and details on how the COVID-19  pandemic has caused them financial hardship. Employer paystubs, federal tax returns or other proof of income may be required as well.

For a detailed chart outlining the end to the state’s eviction moratorium, as well as the rights and responsibilities of renters, visit RentHelpMN online or visit HOME Line MN online. HOME Line MN is also hosting a series of free public webinars each Wednesday through the month of October, from 1:30 to 3:00 pm. You can find the complete webinar schedule and to register here. Although you must register in advance to participate in a live webinar, all sessions are recorded and available to view online.
