Energy Assistance

Minnesota’s Energy Assistance Program is federally funded and administered by the Minnesota Department of Commerce. In Ramsey and Washington Counties, the program is administered locally by Community Action Partnership of Ramsey & Washington Counties (CAPRW).

You know that a house without energy during the Minnesota winter is impossible to endure. Everyone deserves affordable, continuous, and safe utility services. If you encounter energy issues, we can help you with bill payment assistance, home energy crisis intervention, outreach to vulnerable populations, energy advocacy, information about utility consumer rights, and referrals to our Energy Conservation service and other community resources. 

The program is free and provides an average benefit of about $550, plus additional support to respond to emergencies.

Program Eligibility: 

  • Must live in Ramsey or Washington County
  • Both renters and homeowners can qualify
  • Eligibility is based on household income and size
  • Must provide the following required documentation:
    • Contact information         
    • Details about each member of your household, such as names, birthdays, and social security numbers (if a household member does not have an SSN, other acceptable forms of documentation can be used to verify identity and eligibility
    • Information about any income your household gets from jobs, government programs, or other sources
    • Account information for utility companies that provide heat or electricity to your home
    • Details about your home, such as the amount you pay for your monthly rent or mortgage
